景德镇市市场监管部门2026年8月8日发布租赁经营规范并开展集中检查。游客租车前应确认经营主体、车辆法定类别、牌照、保险、头盔和事故责任，不把所有两轮电动车都当成无需驾照的电动自行车。
Jingdezhen market regulators issued a rental-business notice on August 8, 2026 and began targeted inspections. Before renting, verify the operator, legal vehicle class, registration, insurance, helmet and accident liability; not every electric two-wheeler is a license-free electric bicycle.
先看经营者和车辆是什么
只向有明确经营场所、主体信息、收费标准和联系方式的经营者租车，核对车辆编号、车架或铭牌信息、牌照与实际车辆是否一致。拍摄交车时的车身、刹车、轮胎、灯光、电量和已有损伤，并把租还时间、押金、超时、维修、事故与退款写入订单。
电动自行车、电动轻便摩托车和电动摩托车属于不同法定类别，驾驶资格、牌照、保险和道路规则可能不同。不要因为外观相似就相信“都不用驾照”；让经营者明确车辆类别，再向交管部门核对本人证件是否可驾驶。
头盔和路线比拍照更重要
骑行前试刹车、转向、喇叭和灯光，正确佩戴符合要求的头盔，不超员、不酒后骑行、不看手机、不逆行。三宝、老街和节假日景区周边人车混行，遇拥堵应下车推行并服从现场管理。
雨天石板路、下坡、桥面和积水会显著增加风险。瑶里、高岭、浮梁乡村及跨城路线距离长、信号和救援条件不同，不宜把城区短租车当作远郊交通；儿童、长者或不熟悉中国道路规则者优先选择步行、公交或合规预约车辆。
还车前完成证据闭环
在约定地点按流程还车，拍摄车辆、锁车状态、停车位置、时间和平台结算页面，确认押金退还方式。发生故障先移至安全区域并联系经营者；发生事故、人员受伤或财产损失，及时报警和就医，不与陌生人私下用现金了结。
官方整治行动说明，监管重点包括经营资质、合同、价格、车辆质量和安全责任。游客仍需对自己的驾驶资格和行为负责；导游或酒店推荐不等于监管背书，也不能替代合同、保险和交管核验。
Identify the operator and the vehicle first
Rent only from an operator with a clear premises, business identity, price schedule and contact. Match the vehicle number, frame or plate information to the actual vehicle. Photograph the body, brakes, tires, lights, battery and existing damage at handover, and record return time, deposit, overtime, repair, accident and refund terms.
An electric bicycle, electric moped and electric motorcycle are different legal classes and may require different driving qualification, registration, insurance and road behavior. Similar appearance does not mean every vehicle is license-free. Ask the operator to state the class, then verify whether your documents permit you to ride it with traffic authorities.
A helmet and route matter more than the photo
Test brakes, steering, horn and lights; wear a compliant helmet; never carry excess passengers, drink and ride, use a phone or travel against traffic. Around Sanbao, old lanes and holiday attractions, dismount in a dense crowd and follow traffic management.
Rain makes stone paving, descents, bridges and standing water much riskier. Yaoli, Gaoling, rural Fuliang and intercity routes are long and have different signal and rescue conditions, so a downtown rental is not a rural transport plan. Children, seniors and people unfamiliar with Chinese road rules should prefer walking, transit or a licensed reserved vehicle.
Close the evidence loop at return
Return at the agreed place and photograph the vehicle, lock status, parking position, time and settlement screen. Confirm how the deposit is released. After a fault, move to safety and contact the operator. After an accident, injury or property loss, call police and seek care rather than making an informal cash settlement.
The municipal enforcement notice focuses on business qualification, contracts, prices, vehicle quality and safety responsibility. The traveler remains responsible for driving qualification and conduct. A guide or hotel recommendation is not regulatory approval and cannot replace the contract, insurance or traffic-authority check.
